West Lancashire Borough Council approves new infrastructure funding for community improvements

West Lancashire Borough Council's Policy & Resources Committee has agreed to allocate £360,898 of Community Infrastructure Levy (CIL) funding to five projects across the Borough, following a round of public consultation.  

Approved projects include a new multi-play unit at Rufford Play Area, a bridge safety scheme on Firswood Road in Lathom and equipment replacement and improvements at Helmsdale Play Area in Skelmersdale.   

Additionally, larger CIL funding has been allocated for Phase 2 of the Fairy Glen Environmental Improvements in Appley Bridge, while additional monies will support the Skelmersdale Heritage Trail and Pond Link Path at Tawd Valley Park to be delivered by West Lancashire Borough Council. These investments will enhance community spaces, improve safety and promote local heritage and environmental sustainability.  

Details of the five projects that have secured funding to be delivered in 2025 - 2027 are:  

  • £78,100 - Helmsdale Play Area equipment replacement and improvements, Skelmersdale  
  • £96,320 - Skelmersdale Heritage Trail and Pond Link Path at Tawd Valley Park  
  • £11,610 - New Multi-Play Unit Equipment at Rufford Play Area  
  • £95,000 - Fairy Glen Environmental Improvements Phase 2, Appley Bridge  
  • £79,868 - Firswood Road Bridge Safety Scheme 

Councillor Gareth Dowling, Deputy Leader of the Council and lead member for Planning and Community Safety, said: "We are pleased to have approved the allocation of over £360,000 worth of Community Infrastructure funding for these excellent projects that add real value to our communities and provide fantastic new facilities across West Lancashire.  

"Significant investment in popular walking routes at Tawd Valley and Fairy Glen, new play facilities at Rufford and Birch Green, Skelmersdale, plus contribution to major highways improvement on Firswood Road to provide safer pedestrian passage will all benefit residents in West Lancashire for many years to come.    

“These projects will make a real difference to residents across the Borough by providing better play facilities for children, improving vital infrastructure, or preserving our cherished green spaces. We look forward to seeing these improvements come to life over the next few years.
